My team and I recently visited the 12 Holmes Avenue warming centre in response to concerns raised by community members. During the visit, we reiterated to staff and security that no one is to be turned away from the warming centre, regardless of capacity. Shelter staff acknowledged that, while they have not turned anyone away, there may have been a lapse due to the regular changeover in security staff hired by the operator. They have committed to ensuring that security staff are onboarded and instructed to welcome everyone inside, where trained staff will be responsible for triage, referrals, and assisting residents in accessing alternative sites when needed.
We also raised additional issues brought forward by service users and advocates, including:
Shower access and adherence to City policy when centres remain open multiple days in a row
Clear and consistent signage to help people locate the entrance
Accessibility concerns, including the need to address damaged concrete at the entrance
We are actively following up with the operator and City staff on these matters and will share updates with the community as they become available. Our priority remains ensuring that the warming centre operates safely, accessibly, and with dignity for all who rely on it.
