Learn More About New Zoning Changes Near Transit Stations


The City of Toronto is implementing new zoning changes that will allow more housing to be built near transit, following direction from the Province. These changes affect areas near 120 transit stations across the city, including TTC subway stations, three of them in Willowdale. The goal is to make better use of land close to transit by allowing additional housing options while supporting complete, connected communities.


In August 2025, the Minister of Municipal Affairs and Housing approved new planning policies that increase permitted housing around 25 Major Transit Station Areas (MTSAs) and 95 Protected Major Transit Station Areas (PMTSAs). The City is now updating its zoning bylaws to align with these provincial policies.


The proposed zoning changes would apply to areas generally within a 10-minute walk (approximately 500 to 800 metres) of these transit stations. Allowing more housing near transit can help address the housing shortage, support local businesses, create jobs and services, and reduce reliance on cars.


Public Engagement Sessions

As part of this process, the City is inviting residents to learn more, ask questions, and share feedback on how these zoning changes will be implemented.


Public meetings will take place from January 21 to February 12. Including the followings:


  • A virtual City-wide Town Halls on January 21, 2026, 6:30 – 8:30 p.m

  • An in-person open house on February 3, 2026, 6 – 7:30 p.m at North York Memorial Hall.

These sessions will cover:

  • design elements for future development, including building height and massing;

  • approaches to increasing density while supporting high-quality building design, public spaces, and sustainability; and

  • the specific boundaries where MTSA and PMTSA zoning standards would apply.
